Brian F. Moore
Brian is Sr. Counsel at Togut, Segal & Segal, a boutique bankruptcy firm in New York. Mr. Moore has Mr. Moore has represented debtors, creditors, and parties-in-interest in all aspects of sophisticated business reorganizations and restructurings, from the preparation and filing of chapter 11 petitions, first day motions and orders through the negotiation and confirmation of chapter 11 plans of reorganization. He has negotiated DIP financing credit facilities and cash collateral stipulations, drafted and negotiated plans of reorganization and disclosure statements, litigated adversary proceedings and contested claims, and worked on mediations and appeals. Mr. Moore is a member of the American Bar Association and Friendly Sons of St. Patrick in New York, He has been recognized as a Super Lawyer every year since 2016.
Noah Weingarten
Noah is an associate at Loeb & Loeb. Mr. Weingarten provides practical and sophisticated advice on complex bankruptcy and restructuring matters, bankruptcy litigation, and general commercial litigation and has has extensive experience representing debtors, lenders, secured and unsecured creditors, landlords, equity holders, trade creditors, distressed investors and other stakeholders on all aspects of Chapter 11 bankruptcy proceedings, as well as Chapter 7 and 15 proceedings, out-of-court restructurings, commercial insolvencies and liquidations, and assignments for the benefit of creditors. Mr. Weingarten is a member of Committee of Professional Ethics for the Association of Bar of the City of New York and a board member of Legal Aid Society New Leadership Program. He has been named a rising star in bankruptcy by Thomson Reuters for 2023 and 2024 and received the excellence in pro bonbo and public interest service award by the US District Court of for the Northern District of Illinois and the Chicago Chapter of the Federal Bar Association.
Michael T. Moore
Michael has practived maritime and aviation law for over 40 years. He has frequently been selected as a Florida Super Lawyer by Law and Politics Magazine, selected by his peers for inclusion in The Best Lawyers in America, and selected as a Top Lawyers in South Florida by the South Florida Legal Guide, by Florida Trend Magazine as one of 846 Elite Florida Lawyers. He is a member of Who's Who in American Law and a Fellow of the American Bar Association. Mr. Moore is "AV" rated by Martindale-Hubbell Law Directory, the highest rating given to practicing attorneys. He has been a director of the Maritime Arbitration Board, which is based in Miami and is comprised of maritime lawyers and industry personnel. He is a past chairman of The Florida Bar Admiralty Law Committee, and is on the board of advisors of the Maritime Personal Injury Reporter. He is a former president of the Marine Council of Florida and was inducted as one of the few lawyer members of the National Marine Banker's Association, and he has written various articles on the subject of marine finance. Mr. Moore has been a Director and national member of the Executive Board of the United States Coast Guard Foundation and President of the Admirals of the Fleet of Florida. Mr. Moore has been cited by the South Florida Business Journal as one of the 100 Most Influential South Floridians. He is a past Chairman of the Board of the International SeaKeepers Society.
Steven L. Victor
Steve is a Senior Managing Director of Development Specialists, Inc., a leading provider of management consulting and financial advisory services to companies in need of operational improvements, balance sheet restructuring or turnaround management. Mr. Victor has more than 36 years of experience successfully administering and managing both public and private companies involved in high-stakes Chapter 11 and Chapter 7 bankruptcies, and out-of-court workouts. Mr. Victor’s key strengths include operations, management, financial analysis, budgeting, business valuations, marketing services and resource management. Industry expertise includes telecommunications, technology, healthcare, oil and gas, real estate and financial services. Mr. Victor has directed the sale of numerous debtors, including their assets, stock and/or related interests. Items sold have varied from business units and site locations to individual pieces of machinery and equipment. Mr. Victor has significant experience in the sale of public sector companies, and has served as an independent manager and member of multiple Boards of Directors. Additionally, through DSI Civic, a DSI affiliate, Mr. Victor has provided financial advice and restructuring services to various government bodies that faced financial stress.
Yale S. Bogen (Moderator)
Yale is a Senior Managing Director of Development Specialists and oversees engagements in both Florida and New York. Mr. Bogen is a veteran provider of management consulting and financial advisory services in the insolvency space including Chapter 7 and 11 bankruptcies, Assignment for the Benefit of Creditors and receiverships. His expertise encompasses a wide range of skills in business restructuring and forensic accounting, for both insolvency and economic crimes areas. Mr. Bogen’s experience includes turnaround and workout management for various industries and he has been involved in numerous engagements handling such matters as operations and management, healthcare, employee benefits, litigation support, asset analysis, M&A due diligence and tax compliance among other finance, accounting and operations experience. Mr. Bogen is a CPA and has an MBA and Master’s of Professional Accountancy, both from the University of Miami.
